The Homelessness in Portland Project (HIPP)

HiPP is a grassroots/volunteer effort to clean up our streets by prohibiting camping and greatly reducing disorderly conduct while giving those in distress a guaranteed path forward. Details below. #GetHiPP

The HiPP Plan Government et. al. have been unable to solve our homelessness problem. Check out our solution, the Behavioral Wellness Institute.	Phase 1: Project Old Town (POT) In order to realize HiPP, we need policy, funding and backing. POT is a pilot project to get bureaucrats, businesses and bodies on board.
